$83,030 - $87,400 JOB SUMMARY AND PURPOSE Under the direction of
the Director of CQI and CQI Supervisor of Business Insights, the
Senior Programmatic Compliance Analyst will provide guidance and
support on the overall programmatic compliance at VOALA and
affiliates. Acting as the organization?s HIPAA compliance officer,
this role will also serve as the project manager for the attainment
and ongoing accreditation of CARF. The senior role will provide
experience and expertise to help the company make well-informed
decisions, and to maintain compliance across funder, governmental,
and regulatory requirements. This role will act as a mentor within
the CQI Department, supporting the team with compliance-related
matters. The senior role will work collaboratively with
stakeholders to identify compliance needs and provide coaching and
training opportunities for effective implementation and monitoring.
The Senior Programmatic Compliance Analyst will support with
creating a systematic way to develop, review, modify, and maintain
new and current Program and VOALA-wide policies, guidelines,
consent forms and documentation. This role will ensure that all
production of work is clear and easy to understand by employees and
stakeholders. The Senior Programmatic Compliance Analyst will be in
charge of keeping records of all documentation changes, including
revisions, updates, and deletions and ensure the current processes
are effective and efficient. DUTIES AND RESPONSIBILITIES Monitor
and respond to funder, governmental, and regulatory agencies
regarding compliance issues. Collaborate with other VOALA programs,
departments, and community partners in compliance initiatives and
represent the interests of the agency, the program and its
participants. With the director of CQI and the VOALA COO, develop,
update, and enforce HIPAA privacy policies and procedures for VOALA
to protect private health information. Trains all organization
personnel who deal with private health information on HIPAA
requirements Oversees HIPAA privacy compliance efforts Train,
coach, and manage the VOALA and SCADP teams and departments on
program requirements, tools, and methods to meet those
requirements. Coach leaders, managers, and supervisors in
policy/document implementation, performance management, and other
compliance initiatives. Guide agency through the preparation and
attainment of compliance accreditation (i.e. CARF). Act as mentor
to members on the CQI team, providing compliance-related expertise.
Assist with internal audits and regulatory investigations related
to programmatic compliance. Assess gaps and opportunities for
improvement of policies and processes, consent forms,
documentation, and recommends practical solutions for VOALA, SCADP,
and affiliates. Create systems and processes to ensure that
policies, consent forms, and documents comply with contractual and
grant requirements. Create/update systems, policies, consent forms,
documents, procedures, and postings to ensure compliance. Record
notes from audits for future improvements and create action plans
(with accountability) for implementation with the responsibility to
ensure the improvements occur for VOALA, SCADP, and affiliates.
Creates, manages, reviews and monitors all Program and VOALA
policies, procedures, handbook, documents, and practices to ensure
they are legally compliant with federal, state, and local laws and
regulations for VOALA, SCADP, and affiliates. ESSENTIAL DUTIES An
essential function of this position requires incumbents to report
to the office. Creates, manages, reviews and monitors Program and
VOALA-wide policies, procedures, handbook, documents, and practices
working with QA team, HR, and external legal counsel to ensure all
are legally compliant with federal, state, and local laws and
regulations for VOALA, SCADP, and affiliates Develops and oversees
organization-wide HIPAA policies and procedures Maintains Policy
documents and consent forms Coordinates with stakeholders, and
ensures policy documents are approved and disseminated. Is a
resource for stakeholders when interpreting policy documents Other
duties as required and may be subject to change MANDATED REPORTER

authorities. Qualifications REQUIREMENTS: Must be able to pass a
fingerprint clearance, background check, including criminal
history, personal references, employment and education
verifications Valid California driver license and access to
dependable transportation with adequate insurance Ability to
perform under circumstances of possible emotional stress and
conflicts dealing with difficult, uncooperative, and potentially
aggressive clients as VOALA serves the neediest of the needy in our
programs which may include clients with homelessness,
mental-illness, substance abuse, recently released from
incarceration and other challenges. EDUCATION: Bachelor?s Degree or
equivalent combination of education and work experience (4 years of
relevant experience / coursework) EXPERIENCE: Five-year experience
in Policy, Legal, or Technical writing Experience with completing
comprehensive documents that can be used in legal matters
